The Office of the Comptroller of Puerto Rico publishes the results of a compliance audit performed on the University of Puerto Rico Parking System, Inc. (UPRPS) with the objective of determining whether the appointment of a professor to the position of executive director of this corporation affiliated with the UPR was made in accordance with the applicable law and regulations.
The Report comments that on August 11, 2011, the Board of Directors of the UPRPS approved the appointment of a professor who was a member of that Board as executive director of the UPRPS. The Professor in turn certified that the activity as Executive Director was outside the regular working hours and that it did not constitute a conflict of interest with his functions as a professor at the Medical Sciences Campus.
The examination performed and the evidence obtained by our auditors revealed that 78% of the hours dedicated to his professorship were in conflict with his work schedule at the UPRPS. To that effect, we determined that the executive directorship of the entity is a job that requires full time due to the complexity of its functions.
The audit recommends to the Board of Directors of the UPRPS that, when evaluating candidates to occupy the position of executive director of this corporation, they consider persons who can comply with the entity's work schedule.
The Report covers the period from July 1, 2010 to December 31, 2015.
