The Office of the Comptroller of Puerto Rico issued a favorable opinion on the fiscal operations of the Agricultural Extension Service (SEA) of the Mayagüez University Campus, related to travel expenses.
The tests performed and the evidence in our possession revealed that the fiscal operations related to travel expenses were carried out, in all significant aspects, in accordance with the applicable law and regulation.
The Cooperative Agricultural Extension Service was created through the Smith-Lever Act by the Congress of the United States in 1914, and its benefits were extended to Puerto Rico in 1931. In 1966, the service was integrated into the Mayagüez University Campus of the UPR.
The field operations of the SEA are carried out from the regional offices in San Juan, Arecibo, Mayagüez, Caguas and Ponce and from 44 local offices. From 2016 to 2018, the Agricultural Extension Service had $84.2 million, of which it spent $72.3 million.
