The Comptroller of Puerto Rico issued a qualified opinion on the operations related to the maintenance services of the real property of the Public Buildings Authority. A qualified opinion is issued when the noncompliance, individually or in the aggregate, is significant but not pervasive.
The Report reveals multiple deficiencies in the conservation and maintenance of the Authority's real property.
In an inspection of 20 buildings, including schools, police stations and government centers, we found clogged sewers, deteriorated fences, gates on the floor and clogged drains. In addition, the structures had no water source and presented leaks, detachments in the roofs, broken windows, mold and termites. (See photos in annex 2 of the Report)
The one-finding audit points out that the director of the Conservation and Maintenance Area and the regional directors did not fulfill their responsibilities to supervise the maintenance operations, and did not ensure compliance with the contractual provisions.
To corroborate the quality of the services, our auditors interviewed 22 school principals and lessees. They expressed in general that the Authority's service was not satisfactory, that it took up to a month to provide it, that the work was not supervised and that they had unattended requests.
These situations foster health problems, the deterioration of the Authority's property and caused the lack of essential services.
