The Comptroller of Puerto Rico issued a favorable opinion of the fiscal operations of the ENLACE del Caño Martín Peña Project Corporation. The tests performed and the evidence obtained revealed that the operations were carried out in accordance with the applicable law and regulations.
The audit aimed to examine the acquisition of real estate, the relocation of occupants of the Caño Martín Peña, and the process of rehabilitation and demolition of structures. Based on the work performed, no significant deficiencies were identified, and therefore the Report contains no findings.
Act 489-2004 established the Corporation to coordinate and implement all phases of the ENLACE del Caño Martín Peña Project. The Caño District comprises the communities of Barrio Obrero (West and San Ciprián), Barrio Obrero-Marina, Buena Vista Santurce, Parada 27, Las Monjas, Israel-Bitumul, and Buena Vista-Hato Rey. The financial statements for 2016 and 2017 reflected that the Corporation generated revenues of $13.7 million and incurred expenses of $10.7 million.
