The Comptroller of Puerto Rico issued a favorable opinion of the fiscal operations of the Comprehensive Cancer Center of the University of Puerto Rico. The tests performed and the evidence obtained revealed that the operations were carried out in accordance with the applicable law and regulations.
The compliance audit aimed to evaluate the selection and award process of a formal bid for the acquisition of furniture. In addition, the audit examined purchases and disbursements for various purposes. Based on the work performed, no significant deficiencies were identified, and therefore the Report contains no findings.
The Report publishes a Special Comment on the delays in the opening of the Hospital that deprived more citizens of benefiting from the services it provides. The Hospital was inaugurated on November 17, 2016, and obtained two provisional licenses to operate granted on June 30, 2017 and May 28, 2018. On June 30, 2017 the Office of Management and Budget authorized the recruitment of specialized personnel.
However, on June 1, 2018, 554 days after its inauguration, some services began, such as: the multidisciplinary clinics, laboratory, pharmacy and others. On August 20, 2018, the Hospital was inaugurated for a second time.
The Comprehensive Cancer Center finally obtained its license to operate as a specialized hospital on February 15, 2019, from the Auxiliary Secretariat for the Regulation and Accreditation of Health Facilities.
The Report covers the period from July 1, 2015 to June 30, 2019 .
