The Office of the Comptroller of Puerto Rico issues a favorable opinion with exceptions on the fiscal operations of the Office of the Veterans Advocate.
The two-finding Report reveals that the OPV has not received the payment of $89,280, for the leasing of beds, owed to it by the for-profit corporation that has managed the Casa del Veterano since 2014. The OPV had also not made any collection efforts against that corporation, whose contract amounts to $7.4 million and expires in May 2017.
Our auditors also identified that from 2013 to 2016 the OPV did not have an appointment of a records administrator and also lacked an inventory and a records retention plan. This situation prevented maintaining adequate and effective control over the public records as provided by Regulation 15, Regulation of Records Administrators.
The audit comments that the Office of the Veterans Advocate has never constituted the Advisory Council as provided by Act 79-2013. The Advocate noted that in 2014 he submitted to the then-Governor the names of three candidates representing the public interest, but received no response. The lack of an Advisory Council deprives the OPV of having their advice and contribution to the fulfillment of the mission and programmatic objectives. It is recommended that the Governor of Puerto Rico consider the situation described and take the appropriate measures.
