The Office of the Comptroller of Puerto Rico issues a favorable opinion with exceptions on the administrative and internal controls of the San Juan Regional Office of the Department of Transportation and Public Works.
The one-finding Report reveals that the facilities for storing the movable property and the unserviceable property of the San Juan Regional Office are inadequate. The warehouse, which as of 2015 held 574 units of movable property at a cost of $386,688, has water leaks in the roof, poor lighting, dust, termites, dampness stains, and fungus (see photos in Exhibit 1 of the report).
This situation poses a risk to the safety of the employees who work in the warehouse, prevents the proper handling of the movable property, and creates an environment for its loss and deterioration. A similar situation was noted in Report DA-14-13 in 2013.
The audit also comments that as of October 18, 2016, more than 600 units of unserviceable, rusted, and obsolete property remained undisposed. Air conditioners, computers, trimmers, desks, printers, and other units were piled up in the warehouse and in the yard adjacent to the San José Lagoon (see photos in Exhibit 2 of the report).
