The Office of the Comptroller of Puerto Rico issues a favorable opinion with exceptions on the operations related to the official motor vehicles and certain transactions related to payroll and personnel administration of the Environmental Quality Board.
The six-finding Report reveals improper payments of $13,013 for the liquidation of excess vacation leave balances to employees who separated from service. In addition, the Personnel Regulations for the Career Service and for Trust employees had gone 28 and 30 years respectively without being reviewed and updated.
The audit notes the lack of controls in the operations of the official motor vehicles. As of December 31, 2015, the JCA had 146 vehicle units acquired for $3.7 million according to the information provided by the General Services Administration (ASG). However, the Board's Vehicle Report established that there were 136.
The examination performed found that the Board did not reconcile the registry of vehicles assigned to the JCA with the records of the ASG. These discrepancies are reflected in that the Transportation Manager did not find in the active inventory four vehicles, two trailers and a trailer with a boat.
Other lack of controls were found in the Vehicle Report, which had repeated registry numbers and 41 units not identified with their property number. Annex 2 of the Report shows photos of the lack of maintenance and abandonment of some 18 vehicle units assigned to the Central Office of the JCA.
Our auditors identified other lack of controls such as the use of credit cards for the acquisition of fuel for decommissioned vehicles, lost cards, or the use of mechanic shops not contracted by the ASG.
The Report covers the period from July 1, 2011 to June 30, 2016.
