The Office of the Comptroller of Puerto Rico issues a favorable opinion with exceptions on the operations of the Arecibo Regional Office of the Department of Transportation and Public Works.
The Report reveals that four of the five regional offices used for the storage of maintenance equipment and as a meeting point for the DTOP brigades were in poor condition. Annexes 1, 2, 3 and 4 show the deterioration and abandonment of the offices and the unusable equipment and scrap at the offices of Arecibo, Ciales, Utuado and Vega Baja. In addition, at the Los Caños State nursery, whose plants are used for the gardens on the road medians and shoulders, little activity and poor care of the plants were observed, although operations and payroll expenses are maintained (see Annex 5).
The audit notes that since 2001 non-residents have not been charged for the boat service at the Lago Dos Bocas Dock in Utuado. For example, from January to March 2016 the two boats transported 3,175 passengers, of whom 3,131 were not residents. The fact of not charging prevents obtaining additional funds to cover transportation expenses. Some expenses during the audited period were the purchase of fuel for $38,486 and maintenance parts for $43,404. In fact, in 2016 $157,645 was invested in the construction of the Lago Dos Bocas promenade.
The eight-finding Report evidences deficiencies with the construction projects carried out under contracts –$3,558 was paid for work not performed– and also in those carried out by the Roads Division in which it was detected that the files were not complete or that the works were deteriorated (see photo in annex 6).
Our auditors also identified that the related regulations for the granting of permits for construction works that affect the roads were not complied with, conflicting functions of the Warehouse Keeper, and the lack of appointment of a deputy property custodian.
The Report covers the period from January 1, 2013 to October 31, 2016.
