The Office of the Comptroller of Puerto Rico issues a favorable opinion on the award, contracting, and payments related to the professional and consulting services contracts of the WIC Program. The tests performed and the evidence in our possession revealed that the aforementioned fiscal operations were carried out in accordance with applicable law and regulations, and no findings are noted.
On the other hand, from 2011 to 2012, $935,465 was disbursed on a mobile van with the purpose of increasing participation of beneficiaries by 10% (from 19,000 to 20,900). However, with the van they only managed to enroll 1,161 participants, while with the satellite clinic they established in a shopping mall, they enrolled 40,663 participants in the WIC Program.
The audit notes that the mobile van was not essential since the WIC Program has 93 clinics throughout the Island to promote its benefits and enroll participants.
