The Office of the Comptroller of Puerto Rico issues a qualified opinion on the fiscal operations of the Board of Medical Licensing and Discipline related to medical licensing, recertification, and discipline. In a qualified opinion, the noncompliances, individually or together, are significant but not pervasive.
The Report indicates faults related to the records of physicians, the license applications, and the renewals of physicians' registrations. The examination of records revealed the absence of documents required to grant the licenses such as birth certificates, criminal record certificates, ASUME certificates, or medical certifications on the physical and mental capacity of the candidates. These situations, contrary to Regulation 7811, can foster irregularities and create an environment that favors professionals who do not meet the requirements.
The two-finding audit also indicates deficiencies with the registration, filing, and notification of disciplinary actions. The Legal Division did not record in the Registry of Resolutions or promptly file the resolutions of disciplinary actions. Nor did it notify the National Practitioner Data Bank of the disciplinary decisions within the 30 regulatory days. Our auditors identified notifications up to six years after their resolution.
The Report covers the period from August 7, 2015 to May 31, 2017.
