The Office of the Comptroller of Puerto Rico issues a qualified opinion on the fiscal operations of the San Juan Regional Office of the DTOP related to motor vehicles. A qualified opinion is when the noncompliances, individually or together, are significant but not pervasive.
The Report indicates that the necessary actions were not taken to repair nine official vehicles that had been out of order with mechanical defects for up to five years. This situation, contrary to Regulation 12 on the Administration of the Government Fleet, may cause these vehicles to become scrap over time.
The audit reveals that in March 2013, after the retirement of the assistant manager of Transportation, the warehouse supervisor was designated to fill that position on an interim basis. This action, although disallowed by the Department's Human Resources Office, four years later the warehouse supervisor continues to perform the functions of assistant manager of Transportation. This situation may cause the validity of this official's decisions to be questioned, among other consequences.
The San Juan Regional Office is one of the seven regional offices under the DTOP's Public Works Directorate and serves eight municipalities. Among other responsibilities, this Office is in charge of reconstructing and repaving roads, building sidewalks, curbs, storm drains, installing safety barriers, and correcting damage caused by natural phenomena to the roads.
The Report covers the period from January 1, 2013 to April 30, 2017.
