The Office of the Comptroller of Puerto Rico issues a qualified opinion on the operations related to the areas of construction and permanent improvements, property control, and the fiscal documents of the Aguadilla Regional Office of the DTOP, which serves 10 municipalities in the northwest area. A qualified opinion is when the noncompliances, individually or together, are significant but not pervasive.
From 2013 to 2016, the Regional Office carried out 13 construction projects and contracted another seven, for a total investment of $1.4 million in construction works. In an inspection of three of the projects, our auditors observed in two of them a lack of maintenance and that they were covered by vegetation, dirt, and leaves.
The four-finding Report identifies deficiencies with unusable or obsolete property that has not been disposed of, which is stored together with equipment and tools in good condition. In fact, many of the obsolete materials are located outdoors, covered by vegetation and water.
Contrary to regulations, the regional director had not designated a deputy property custodian since the dismissal of the previous one in 2010. In addition, the 2016 Fixed Asset Property Inventory did not include the cost of 164 property units.
The audit reveals that the Aguadilla Regional Office had not carried out the pertinent actions with the Department to carry out the disposal process for the inactive archive. This situation prevents the Regional Office from maintaining adequate control of inactive documents. In addition, due to the time elapsed, the handling of deteriorated documents with humidity problems constitutes a risk to the health of the employees.
