The Comptroller of Puerto Rico issues a qualified opinion on the fiscal operations related to the administrative and internal controls of the Office of Government Ethics of Puerto Rico. A qualified opinion is issued when the instances of noncompliance, individually or in the aggregate, are significant but not pervasive.
The Report reveals that the OEGPR had not submitted to the Office of the Comptroller 35 monthly reports of the Registry of Positions from February 2015 to December 2017. The Registry of Positions of the three branches of the Government was created through Act 29-2008 with the purpose of fostering honesty and transparency in government management and compiling information on the payroll of all government entities that impacts the general budget, among others. A similar situation had been commented on in Audit Report DA-15-40 of 2015.
The two-finding audit notes that the OEGPR had not submitted the financial information for fiscal years 2015 and 2016 to the Office of the Comptroller, as required by Act 273-2003 on Contractual Standards on Independence in the Audits of Government Entities and by Circular Letter OC-15-21. This situation deprived the Office of the Comptroller of having relevant information on the entity's operations.
