The Comptroller of Puerto Rico issued a disclaimer of opinion on the fiscal operations of the Driver Services Center of Humacao (CESCO) of the Driver Services Directorate (DISCO) of the Department of Transportation and Public Works (DTOP). Our Office disclaimed an opinion, since sufficient and appropriate evidence could not be obtained regarding the CESCO's operations related to the cancellations of liens on motor vehicles.
The Report contains a special comment, which reveals that our Office could not obtain the universes of the lien transactions from the Drivers and Vehicles Information Database Plus system to select the sample to be used at the CESCO of Humacao. Our auditors requested the database of the liens of said system from the Highways and Transportation Authority (ACT) on three occasions.
The Report covers the period from January 1, 2014 to February 28, 2018.
