The Comptroller of Puerto Rico issued a favorable opinion on the fiscal operations of the Driver Services Center of Ponce (CESCO) of the Driver Services Directorate (DISCO) of the Department of Transportation and Public Works (DTOP). The Report points out that the tests performed and the evidence revealed that the operations of the CESCO's valuables warehouse were carried out in all significant respects in accordance with the applicable law and regulations.
The audit comments that as of January 31, 2017, a regulation or procedure had not been promulgated to govern the operations of inspection and investigation of substantial alterations to motor vehicles. This situation, among others, prevents CESCO employees from having uniform procedures to carry out inspections of replaced parts and undermines the legal objective of protecting vehicular property from acts of illegal appropriation. This special comment, although it does not necessarily imply a violation of the current regulations, is significant for the entity's operations.
