The Office of the Comptroller of Puerto Rico issued a qualified opinion on the fiscal operations of the Puerto Rico Fire Department Bureau of the Department of Public Safety. A qualified opinion is issued when the instances of noncompliance, individually or together, are significant but not pervasive.
The Report, with one finding, reveals that sick-leave settlements were made to two employees for $14,185, contrary to the provisions of Act 26-2017. This Act for Compliance with the Fiscal Plan eliminated the settlement of the accumulated sick-leave balance at the time of the termination of services.
The audit recommends that the $14,185 paid improperly be recovered. In addition, it recommends that the Human Resources director adequately supervise the operations of the Human Resources Office and ensure that the settlements of the leave of the employees who separate from service are computed correctly. The report, the second and last of the Bureau, covers the period from January 1, 2015, to December 31, 2018
