The Office of the Comptroller of Puerto Rico issued a qualified opinion on the fiscal operations of the Guayama Regional Office of the Department of Transportation and Public Works (DTOP). A qualified opinion is issued when the instances of noncompliance, individually or together, are significant but not pervasive.
The Report reveals that the Regional Office had no file on the repair and maintenance of the official vehicles, for the period from January 1 to June 30, 2018. The regulations in force instruct that the manager must keep an accurate record in the vehicle's logbook, when more repairs than contemplated are performed on it, and submit it to the General Services Administration. During that period the Office had a fleet of 18 vehicles in operation and 39 to be disposed of as unserviceable.
Our auditors also detected that two of the eight pieces of heavy equipment to be condemned were not located. This situation is attributed to the fact that the auxiliary manager of transportation and the auxiliary director did not fulfill their responsibility to safeguard said heavy equipment.
The Guayama Regional Office provides services to Aguas Buenas, Aibonito, Arroyo, Barranquitas, Cayey, Cidra, Comerío, Guayama, Patillas, and Salinas. It has the responsibility of developing the DTOP's Permanent Improvements Program. The report covers the period from January 1, 2014, to June 30, 2018.
