Audit Report DA-19-26, Department of Transportation and Public Works, Driver Services Directorate, Barranquitas Driver Services Center

The Office of the Comptroller of Puerto Rico issued a favorable opinion on the operations of the Driver Services Center (CESCO) of Barranquitas of the Driver Services Directorate of the Department of Transportation and Public Works (DTOP). The tests performed and the evidence in our possession revealed that the operations of the Barranquitas CESCO were carried out in accordance with the applicable law and regulations with respect to the general objective of the audit.

On the other hand, our auditors found from a sample that 92% of the tickets issued for violations of Act 22-2000, the Puerto Rico Vehicle and Traffic Act, were not recorded in the DTOP System and that they took up to two years to record them on the licenses. The Police indicated that from January 1, 2016, to June 30, 2017, they had processed to the CESCO 10,868 tickets totaling $822,993, of those issued in the municipalities of Aibonito, Barranquitas, Comerío, Corozal, Naranjito, and Orocovis.

Not recording the tickets on the licenses leads to the loss of revenue to the treasury by not collecting the amount of the fines issued by the Police. The Office of the Comptroller recommends, regarding this Special Comment, that the Secretary of Transportation and Public Works take the necessary measures to ensure that the fines are recorded on time on the licenses of the drivers or of the motor vehicles.

The report covers the period from January 1, 2014, to June 30, 2018.
