Audit Report DA-20-16, Guayama Driver Services Center of the Driver Services Directorate of the Department of Transportation and Public Works

The Office of the Comptroller of Puerto Rico issued a qualified opinion on the fiscal operations of the Guayama Driver Services Center (CESCO) of the Driver Services Directorate of the Department of Transportation and Public Works. A qualified opinion is issued when the instances of noncompliance, individually or in the aggregate, are significant but not pervasive.

The Report reveals that the Investigations Division of CESCO did not carry out the required inspections at any of the official inspection stations for the renewal of the operating certificate. Of the sample evaluated, one station did not have the regulatory physical structure, another was not operated by the certified person but by a corporation, and another offered its services without a certified mechanic.

The audit of one finding points out that the files of 67% of the stations lacked a lease agreement or property deed, and the files of 83% of the mechanics lacked the Automotive Technician Certificate. These situations are contrary to Regulation 6271, to Regulate the Inspection of Motor Vehicles. The CESCO region in Guayama has 19 inspection stations and 38 inspection mechanics.

The compliance audit Report indicates that the regulatory inspections of dealership premises were carried out by an employee who did not hold the position of investigator, the files of 75% of the dealers did not have the lease agreement or property deed, and none had completed part II of the Inspection Sheet for Motor Vehicle and Trailer Dealership Businesses. The CESCO region in Guayama has eight dealers.
