The Office of the Comptroller of Puerto Rico issued a favorable opinion on the fiscal operations of the Driver Services Directorate (DISCO) of the Department of Transportation and Public Works (DTOP). The tests performed and the evidence examined revealed that the operations were carried out, in all significant aspects, in accordance with applicable law and regulations.
The purpose of the audit was to examine several processes in the renewal of documents such as: the certificates to operate official inspection stations, the license management businesses, and the licenses to operate motor vehicle and trailer dealerships. Based on the work performed, no significant deficiencies related to the objectives of this Report were identified.
The compliance audit comments that the Department has gone 20 years since the approval of Act 22-2000, Vehicle and Traffic Act, and 30 years since the repeal of Regulation 3835, without a formal document to regulate the operation of private driving schools. This situation allows these schools to lack updated regulations to carry out their functions in an effective and uniform manner.
To that effect, the Report recommends that the Secretary of Transportation and Public Works ensure that a new regulation on the operations of private driving schools is approved, as provided by Act 38-2017, Uniform Administrative Procedure Act of the Government of Puerto Rico.
This second and final report of the Driver Services Directorate covers the period from January 1, 2014 to December 31, 2017.
