The Office of the Comptroller of Puerto Rico issued a favorable opinion on the fiscal operations of the Caguas-Guayama Local Workforce Development Area (ALDL). The tests performed and the evidence revealed that the operations covered by this Report were carried out, in all significant respects, in accordance with the applicable law and regulations.
The audit examined, among other things, whether the processes for the selection and award of proposals, and the administration of the contracts related to intensive services with the groups of youth, adults, and dislocated workers, were carried out in accordance with the Workforce Innovation and Opportunity Act of 2014 (WIOA), in effect since July 1, 2015.
Based on the work performed, no significant deficiencies were identified related to internal controls that warrant comment in this Report.
The Caguas-Guayama ALDL was established in 1990 and currently provides services to Aguas Buenas, Aibonito, Arroyo, Caguas, Cayey, Guayama, Gurabo, and Trujillo Alto. From 2016 to 2020, its budget rose from $5,719,288 in 2016, $6,813,469 in 2017, $8,465,236 in 2018, $8,277,825 in 2019, to $9,337,705 in 2020.
The Report covers the period from January 1, 2016, to June 30, 2020.
