The Office of the Comptroller of Puerto Rico issued a favorable opinion on the fiscal operations of the Bayamón-Comerío Local Workforce Development Area (ALDL). The tests performed and the evidence revealed that the operations covered by this Report were carried out, in all significant respects, in accordance with the applicable law and regulations.
The audit examined, among other things, whether the processes for the selection and award of proposals, and the administration of the contracts related to intensive services with the groups of youth, adults, and dislocated workers, were carried out in accordance with the Workforce Innovation and Opportunity Act of 2014 (WIOA), in effect since July 1, 2015.
Based on the work performed, no significant deficiencies were identified related to internal controls that warrant comment in this Report.
The Bayamón-Comerío ALDL was established in 1993 to coordinate and administer occupational development strategies and the strengthening of the workforce. From 2017 to 2020, its budget rose from $2,804,542 in 2017, $3,117,897 in 2018, and $3,126,084 in 2019, to $3,702,981 in 2020.
The Report covers the period from January 1, 2016, to August 31, 2019.
