We conducted a compliance audit of the fiscal operations of the Carolina Local Workforce Development Area (ALDL Carolina). This, to determine whether the processes of selecting and awarding proposals, and the administration of the contracts related to career services, training services, individual training accounts (ITA's Individual Training Accounts), and other activities related to the youth, adult, and dislocated worker programs, were carried out in accordance with the Workforce Innovation and Opportunity Act of 2014 (WIOA), in effect since July 1, 2015. We did so on the basis of the authority conferred on us in Article III, Section 22 of the Constitution of the Commonwealth of Puerto Rico, and in Act No. 9 of July 24, 1952, as amended.
