The Comptroller of Puerto Rico issued a qualified opinion on the fiscal operations of the Office for Socioeconomic and Community Development (ODSEC) related to purchases, accounts payable, disbursements, and the monitorings required in the fund transfer contracts. A qualified opinion is issued when noncompliance, individually or in the aggregate, is significant but not pervasive.
The Report reveals that the Advisory Council of the ODSEC does not have a regulation that includes, among others, the procedure and the criteria for the selection of the four representatives of the special communities. This situation, contrary to Act 10-2017, the Organic Act of the Office for Socioeconomic and Community Development of Puerto Rico as amended, prevents the ODSEC from having uniform rules in the selection of the four representatives and from having their recommendations as part of the Advisory Council.
The ODSEC, formerly known as the Office of Special Communities, is the entity responsible for implementing and executing the public policy related to the development of the third sector. Its budget comes from federal, state, and joint resolution funds. From 2016 to 2020, it has received $210,329,619 and has disbursed $100,294,410 for a balance of $110,035,209. This Report covers the period from January 1, 2015 to August 31, 2019.
