The Comptroller of Puerto Rico issued a favorable opinion on the fiscal operations of the Office of Government Ethics of Puerto Rico (OEGPR). The tests performed and the evidence in the Comptroller's possession revealed that the operations related to purchases, accounts payable, and disbursements were carried out in accordance with the applicable law and regulations.
The Report publishes a Special Comment on three civil lawsuits pending resolution for $353,343 in the courts, and two cases before the Equal Employment Opportunity Commission. The Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA Act), approved on June 30, 2016, halted the cases in the courts.
The OEGPR was created by Act 12-1985, the Government Ethics Act of the Commonwealth of Puerto Rico, and is currently governed by Act 1-2012, the Government Ethics Act of Puerto Rico, designated as of 2018 as the Organic Act of the Office of Government Ethics of Puerto Rico. The OEGPR's main objective is to educate the public servant so that, in the performance of their duties, they exhibit the values of kindness, trustworthiness, fairness, responsibility, respect, and civic-mindedness that govern public administration. In addition, it oversees the conduct of public servants and penalizes those who transgress ethical standards through the remedies that the Act provides.
During fiscal years 2018 through 2020, the OEGPR administered a budget of $30,803,730, and made disbursements of $29,852,172 for a balance of $951,558.
