The Comptroller of Puerto Rico issued a favorable opinion on the fiscal operations of the Department of Housing related to the collections, accounts receivable and the salaries assigned to the career and trust employees. The tests performed and the evidence in the possession of the Comptroller revealed that the operations were carried out in all significant aspects in accordance with the applicable law and regulations.
The no-finding Report comments that, as of May 26, 2021, 64 civil lawsuits filed against the Department for $44,639,122 were pending resolution. The causes of the lawsuits are: breach of contract, collection of money, damages and political discrimination, among others. In addition, 24 lawsuits without a stated amount were pending for declaratory judgment, foreclosure of mortgage and cancellation of promissory note, among others.
The budget of the Department comes from the General Fund, special and federal funds and own revenues. From 2018 to 2022, it received revenues of $2,428,359,023 and incurred expenses of $2,239,471,874 for a balance of $188,887,149.
