The Office of the Comptroller of Puerto Rico issues a favorable opinion with exceptions on the awarding, contracting, payments related to the construction, administrative controls, and fiscal operations of the Bowling Alley of the Municipality of Villalba.
The Report reveals that the awarding of the bid for the construction of the Bowling Alley was carried out without having the necessary funds. In addition, construction of the project began without the required permits, and the contracts related to this work were not submitted to the Office of the Comptroller of Puerto Rico within the 15 days following their awarding date.
The nine-finding audit identifies multiple deficiencies with the contracting and the disbursements of $3.2 million related to the Bowling Alley. In addition, this project did not have updated regulations and the building's computerized systems lacked adequate controls.
The Report also notes that the revenues estimated in the feasibility study were not achieved; on the contrary, after two years of operations, it reflected a deficiency of $2 million.
The Report covers the period from July 1, 2010 to June 30, 2014.
