The Office of the Comptroller of Puerto Rico issues a favorable opinion with exceptions on the fiscal operations of the Municipality of Villalba related to the settlement of the accumulated balances of vacation and sick leave, the payment of municipal license taxes, and the contracting of engineering services.
The one-finding Report indicates that a private company was granted an additional 5% discount for the early payment of the municipal license tax. However, the Municipality did not comply with the legal requirement that two-thirds of the Municipal Legislature must authorize this type of discount.
The audit further notes that a person not authorized to practice the profession of engineer or land surveyor in Puerto Rico performed inspection services on several construction works. This situation was referred on August 12, 2016, to the Secretary of Justice and to the President of the College of Engineers and Land Surveyors of Puerto Rico. The Secretary of Justice shelved this matter pending the conclusion of the College of Engineers. On June 14, 2017, the Disciplinary Tribunal of the College of Engineers determined that the engineer violated several canons of Professional Ethics.
