The Office of the Comptroller of Puerto Rico issues a qualified opinion on the fiscal operations of the Municipality of Lajas related to the construction of permanent works and improvements, the contracting of professional services, and the evaluation of the operation of the mausoleum of the municipal cemetery, among others . A qualified opinion is issued when the instances of noncompliance, individually or in the aggregate, are significant but not pervasive.
The Report reveals that the Municipality carried out works without obtaining the construction and use permits from the Permit Management Office. Our auditors identified that none of the projects evaluated had a construction and use permit, except for the remodeling of the public plaza and town center, which had obtained the permit 19 months after the work began.
For the audited period the Mayor had granted 64 contracts and 55 amendments for $6.7 million. The works that did not have construction and use permits, such as the court and track in the Lajas Arriba ward, the remodeling of the municipal cemetery and the remodeling of the court in the Papagayo sector, were in full use by the public at the time of our audit.
Some of these situations contrary to Act 161-2009, had already been noted in Audit Report M-17-07 of 2016.
