The Comptroller of Puerto Rico issues a qualified opinion on the fiscal operations of the Municipality of Canóvanas. A qualified opinion is issued when the instances of noncompliance, individually or in the aggregate, are significant but not pervasive.
The Report reveals that the Municipality contracted a regular corporation for $75,537 to perform tasks that, by legal provision, only a professional corporation can offer. This situation was referred to the Secretary of Justice and to the presidents of the Examining Board of Engineers and Land Surveyors of Puerto Rico on April 20, 2018.
Said contracting was formalized in 2015 and 2016, for title study work of real estate, surveying and preparation of plans for the recording of lots in the San Isidro community. The Report indicates that the personnel of the Office of Legal Affairs and of the Municipal Secretariat as well as the municipal officials who signed the contracts did not protect the interests of the Municipality.
The two-finding audit points out that $768,933 was invested in a recreational project that, as of October 2018, remained closed and abandoned. The contract was originally formalized to build a mini stadium in the Lomas de Canóvanas ward before August 31, 2014. By that date the mini stadium was not built and, through an agreement between the contractor and the Municipality, they changed the project to develop a passive park. However, at present the project has had no use. (see photos in Exhibit 2)
The Report, which covers the period from July 1, 2013 to June 30, 2017, is the second and final one of the Municipality of Canóvanas.
