Audit Report M-20-07, Municipality of Culebra

The Comptroller of Puerto Rico issued a qualified opinion on the fiscal operations of the Municipality of Culebra. A qualified opinion is issued when the noncompliance, individually or in the aggregate, is significant but not pervasive.

The Report reveals that the Office's auditors did not locate 20% of the property units, nor could the municipal officials determine where these units were located. In addition, in the municipal garage no perpetual inventory of the parts, accessories and lubricants for the municipal vehicles was maintained, nor were there files on their use and maintenance.

The three-finding audit points out that, as of January 31, 2018, the Municipality had three bank accounts with balances of $111,758 that had remained inactive for more than two years. These economic resources could be used to meet other needs. A similar situation had already been noted in Audit Report M-17-05 of 2016.

Contrary to the applicable laws and regulations, from July 1, 2015 to December 31, 2017, 107 bank reconciliations of the 22 active accounts were not prepared. This deficiency prevents Culebra from maintaining complete and reliable information on the financial situation and the result of the operations.

The Report notes that, as of December 31, 2017, $41,200 had not been recovered for various matters as recommended by the Comptroller of Puerto Rico in Audit Reports from 2014 and 2017.
