The Comptroller of Puerto Rico issued a favorable opinion of the fiscal operations of the Municipality of Isabela. The tests performed and the evidence examined revealed that the operations subject to the audit were carried out, in all significant aspects, in accordance with the applicable law and regulations.
The audit aimed to examine the contracting and disbursements related to the services for the collection, transport, and disposal of debris, and to evaluate the usefulness of the professional services contract for the design of the Guajataca Tunnel project. Based on the work performed, no significant deficiencies related to internal controls were identified.
The Report contains a Special Comment on the lawsuits pending resolution by the courts. As of May 31, 2019, the Municipality had six civil lawsuits for $3.3 million for damages, challenges to construction excise taxes, declaratory judgment, and claims for road, boundary demarcation, recovery, and accession.
The Isabela report covers the period from July 1, 2015 to December 31, 2018.
