The Office of the Comptroller of Puerto Rico issued a favorable opinion on the fiscal operations of the Municipality of Barranquitas. The tests performed and the evidence examined revealed that the operations were carried out, in all significant aspects, in accordance with applicable law and regulations.
The purpose of the audit was to examine the bidding process, the formalization of contracts and the disbursements for transportation services, as well as to determine the legality, accuracy and correctness of the disbursements for debris removal following the passage of Hurricane María. Based on the work performed, no significant deficiencies related to the objectives of this Report were identified.
On the other hand, the Report comments that, as of June 30, 2019, Barranquitas had six civil lawsuits for damages totaling $10.6 million pending resolution by the courts. In addition, it had two lawsuits for action of demarcation and declaratory judgment with no specified amount.
The Municipality also had pending the recovery of $219,444 as recommended in Audit Report M-18-24 of April 25, 2018. The Office of the Comptroller recommends that the mayor recover that amount from the contractors or from the bonds of the responsible officials, if applicable.
The Barranquitas report covers the period from July 1, 2016 to June 30, 2019.
