The Comptroller of Puerto Rico issued a favorable opinion on the fiscal operations of the Office of the Panel on the Independent Special Prosecutor (OPFEI). The tests performed and the evidence revealed that the operations of the OPFEI, the subject of this Report, were carried out in all significant aspects in accordance with the applicable law and regulations.
The audit examined the operations related to the formalization of contracts and the reports of work performed. In addition, it analyzed whether the services were rendered in accordance with the contracting and whether the disbursements were made in accordance with what was agreed in the contract. In this regard, tests were performed according to the objective and the reliability of the data file of the Sage50-2022 Quantum Accounting System was evaluated.
The Office of the Panel on the Independent Special Prosecutor was created by Act No. 2 of February 23, 1988 to guarantee the absolute objectivity of investigations against high-ranking officials. In addition, it provides a neutral and independent forum to clarify alleged or actual improper acts attributed to officials. The OPFEI had a budget of $9,603,163 from 2021 to 2023, and disbursed $8,024,807 for a balance of $1,578,356.
