
The Comptroller of Puerto Rico issued a qualified opinion of the fiscal operations of the Office of the Citizen's Ombudsman. A qualified opinion is issued when the instances of noncompliance, individually or in the aggregate, are significant but not pervasive.
The one-finding Report reveals that the Office of the Citizen's Ombudsman (OPC) acquired a program for taking inventory for $8,000 that it does not use. The program, acquired in 2021, is not used due to technical problems with the barcode-reading process.
This situation of lack of planning contravenes the Fixed Assets Regulation and the Standards for Fixed Assets. In this regard, it is recommended that the auxiliary ombudsman resolve the technical problems and take the steps for the designated personnel to complete the training.
The audit notes that 46 units of movable property acquired for $19,393 were observed unused, still in their boxes and packaging. In the two warehouses visited, computers, legal files, desks, microwaves and a refrigerator were identified, among others. The property, acquired between 2021 and 2022, was made with the expectation that the OPC would reopen its Arecibo and Ponce offices.
The Report recommends that the Ombudsman ensure that the resources invested are used and that they result in benefit of the public interest.
