
Report with a favorable opinion on the operations of the information systems of the Retirement Board
The Office of the Comptroller of Puerto Rico (OCPR) issued a favorable opinion on the operations of the information systems of the Retirement Board of the Government of Puerto Rico. The tests performed and the evidence revealed that the operations of the Retirement Board were carried out, in all significant respects, in accordance with the applicable law and regulations.
The auditors evaluated specific objectives of the contracts with the Administration of the Integrated Contributions and Benefits System, the Integrated Pensions System, and the Integrated Loans Application. For example, it was examined whether the contracts and their amendments were granted by authorized personnel, whether they included specific clauses to protect the interests of the Retirement Board, and whether they complied with the requirements of the work to be performed, the reports to be rendered, and the services to be remunerated. In addition, it was verified whether the contracts had been registered with the OCPR, whether the services were provided according to the contract, and whether the withholdings on income were made in accordance with the current law and regulations.
Based on the work performed, no significant deficiencies related to internal controls were identified that warrant comment in this Report.
The approved budget of the Retirement Board for the fiscal years from 2022 to 2024 was $65,480,000, $59,167,000, and $58,731,000, respectively. In particular, the Office of Information Systems was approved a budget of $2,350,860, $3,153,550, and $3,256,550, for the indicated fiscal years.
This first report of the Retirement Board covers the period from July 1, 2018 to April 4, 2024.
