Report with favorable opinion of the operations of the Office of Disaster Recovery of Housing
The Office of the Comptroller of Puerto Rico issued a favorable opinion of the operations of the computerized information systems of the Office of Disaster Recovery of the Department of Housing. The tests performed and the evidence revealed that the operations of the Office of Disaster Recovery were carried out, in all significant aspects, in accordance with the applicable law and regulations.
The auditors evaluated two specific objectives regarding the access controls established for the Yardi Voyager system, according to the Procedures of 2012, the IT Security Policy of 2020, the Cybersecurity Policy of 2021, and the Federal Information System Controls Audit Manual – FISCAM of 2009. The Yardi Voyager system is used to maintain the administrative and budgetary control of the funds of the Community Development Block Grant – Disaster Recovery (CDBG-DR) program.
The Office of Disaster Recovery of the Department of Housing is responsible for administering, executing, and supervising the operation of the fund allocations of the CDBG-DR program. This Office facilitates the recovery of Puerto Rico through an efficient, responsible, and transparent administration of the funds to foster the recovery of Puerto Rico, after the disasters caused by Hurricanes Irma and María.
Based on the work performed, no significant deficiencies related to internal controls that merit comment in this Report were identified.
The budget of the Department of Housing rose from $1,265 million in 2023, $1,398 million in 2024, to $3,369 million in 2025.
This second and final report on the Department covers the period from July 1, 2021 to July 31, 2024.
