The Office of the Comptroller of Puerto Rico issues a favorable opinion with exceptions regarding the internal controls established for the administration of security, logical access, and service continuity of the Information Systems Area of the Office of the General Coordinator for Socioeconomic Financing and Self-Management (OFSA).
The Report reveals that after 10 years of having invested and distributed nearly one million in technological equipment of the La Tecnología a Tu Alcance program, the OFSA had not prepared or adopted a regulation related to the transfer of the computerized equipment to the technology centers. In addition, the Perfil Socioeconómico 2015 y Evaluaciones database, developed by a contractor, was incomplete and not reliable. This information was essential for the fulfillment of the OFSA's objectives and was shared with the Legislative Assembly, the agencies, municipalities, and the general public.
The seven-finding audit points out deficiencies with the formalization, administration, and payment of Internet access service contracts. Some telephone and internet services did not have a formalized contract, the payments issued to the companies lacked information, or the vouchers had erroneous payment obligation numbers.
Our auditors identified that the information systems lacked a risk analysis report, a business impact analysis, and the Contingency Plan had never been tested to certify its effectiveness. This last situation encourages improvisation and that, in case of emergency, inappropriate measures be taken without any order.
The Report evidences multiple deficiencies with the access accounts –inactive, unused for more than a year– and with the control of the computerized equipment. The last property registered in the database was from 2012, and the OFSA did not maintain documentation on the thefts or disappearance of computerized equipment.
The Report covers the period from February 27, 2015 to January 29, 2016.
