The Comptroller of Puerto Rico issues a qualified opinion on the implementation of the administrative complaint management systems and the personnel attendance system Kronos Workforce Central Suite (Kronos) of the Emergency Medical Corps of the Commonwealth of Puerto Rico.
The Report reveals that the Emergency Medical Corps (CEM) only used, for a year and a half, a system for the processing of complaints in which it had invested $39,100 in 2011 and 2012. In 2016, however, the complaint process was performed manually and recorded in an Excel spreadsheet. In addition, the contract with the company that developed the system lacked clauses establishing that, upon the termination of the services, it would provide a copy of the data to the Emergency Medical Corps. As a consequence, the CEM did not obtain a reasonable return on the money invested, and the OSI personnel could not access the database to give continuity to the complaint management process.
The two-finding audit notes that from 2012 to 2014, the CEM did not contract maintenance services for the Kronos System that records the attendance of the employees since 2004. In 2014 a company was contracted for $54,659 to put the attendance system into operation; however, as of June 15, 2016, the CEM was not using 56 of the 60 updated licenses. This situation, contrary to Act 230, the Government Accounting Act of Puerto Rico, prevented a reasonable return on the investment and the control of the attendance of all the CEM employees.
