The Office of the Comptroller of Puerto Rico issued a qualified opinion on the operations related to the controls of the Kronos Workforce Central Time & Assistance System of the Department of Natural and Environmental Resources.
The Report reveals that the Department invested $242,000 in the Kronos System and, seven years after it began to be used in 2011, does not use the Kronos Accruals module, which manages and controls employees' vacation and sick leave. The Human Resources director certified that, instead, the Department manually records and calculates the vacation and sick leave balances in the Leave Registry.
This situation, contrary to Act 230-1974, the Government Accounting Act of Puerto Rico and to Policy ATI-011 on the Best Practices of Technological Infrastructure, among others, does not allow the Department to obtain all the expected benefit from the investment in the Kronos System.
