The Office of the Comptroller of Puerto Rico issued a qualified opinion on the operations of the computerized information systems of the Mental Health and Anti-Addiction Services Administration (ASSMCA) of the Department of Health. A qualified opinion is issued when the instances of noncompliance, individually or in the aggregate, are significant but not pervasive.
The Report reveals that a portal (FÁCIL Portal) was developed to automate the process of granting licenses for the regulated service providers, whose option for paying fines and renewing licenses had not been of any use. This option, for which $25,000 was disbursed, had not been completed, since ASSMCA had not submitted the technical specifications to integrate it with the Virtual Collection Office (Colecturía Virtual) of the Department of the Treasury. In fact, the invoice submitted by the company for this work did not include a specific and detailed description of the tasks corresponding to this phase of the project.
The three-finding audit notes control failures in the Licensing and Quality system, which affects integrity and can cause fines to be eliminated incorrectly. In addition, contrary to Policy ATI-011, Best Practices for Technological Infrastructure, the system allowed, among other things, an amount paid greater than the infraction to be reflected.
The Administration lacked a business continuity plan that specified the activities and procedures to restore the critical systems in the event of a disaster or contingency. The Report recommends that the administrator ensure that the director of the Information Systems Office develops said plan, that it be approved, and that it be distributed to the employees.
The Report covers the period from March 20, 2017 to April 25, 2018 .
