The Comptroller of Puerto Rico issued a qualified opinion on the operations of the computerized information systems of the Office of Administration and Transformation of Human Resources of the Government of Puerto Rico (OATRH) related to the acquisition and use of equipment for the Single Employer Project. A qualified opinion is issued when the noncompliance, individually or in the aggregate, is significant but not pervasive.
The Report reveals that the Comptroller's auditors found that 20 computers, 12 batteries, and a scanner acquired in May and June 2019 for $18,549 had not been used, out of a total purchase of $121,267. This situation deprives the OATRH of obtaining a return on the investment for the acquisition of the equipment for the Single Employer Project.
The one-finding audit indicates that this situation is attributed to a projected increase in the agency's personnel that was not completed. The Report recommends to the director of the OATRH, among others, that in the future she adequately plan the purchase of equipment and that the property acquired be distributed in a timely manner and achieve its objective before it deteriorates. The report covers the period from November 10, 2020 to June 30, 2021
