The Office of the Comptroller of Puerto Rico issued a qualified opinion of the operations of the Information Systems Center of the Bureau for Emergency Management and Disaster Administration. A qualified opinion is issued when noncompliances, individually or together, are significant but not pervasive.
The one-finding Report reveals that, as of June 8, 2021, the Bureau had not performed tests to verify the effectiveness of the restoration processes of the SkyCAD system backups. This system, managed by the Bureau and a provider, is used to handle the calls referred by the 9-1-1 system.
Every entity must have a plan that guarantees the continuity of operations in case of emergency. In this regard, entities must perform, at least, one exercise and one test annually that simulates a disaster scenario to validate the functionality of the activities and procedures. The situation described prevents the Bureau from identifying deficiencies related to the integrity of the SkyCAD system backups.
The report covers the period from February 16 to July 31, 2021.
