The Office of the Comptroller of Puerto Rico issued a qualified opinion on the operations of the Computerized Information Systems area of the Bureau of Transportation and Other Services of Puerto Rico (Bureau). A qualified opinion is issued when the noncompliances, individually or together, are significant but not pervasive.
The one-finding Report reveals that the Bureau approved 39 authorizations to 17 concessionaires that had pending debts with the agency for the audited period. These concessionaires had registered on the new digital platform available since December 2018. However, on the previous platform, the Service Information System (SIS), debts of these concessionaires were reflected, with balances between $237 and $5,215, which had become overdue between 2015 and 2020.
This situation is attributed to the fact that the Bureau has two platforms and on occasion the personnel does not check the old debts registered in the SIS platform before making the final approval of a service. The auditors determined that because of this situation the Bureau failed to receive at least $20,067 in pending debts.
The Bureau is an entity with quasi-legislative and judicial functions, in charge of overseeing commercial transportation and most of the land public transportation services in Puerto Rico.
The report covers the period from February 24 to August 31, 2021.
