San Juan, Puerto Rico (July 22, 2026) — The Office of the Comptroller of Puerto Rico (OCPR) and the General Services Administration (GSA) signed a collaborative agreement aimed at expanding the exchange of information and strengthening the detection of possible irregularities in government contracts, bidding processes and purchases. The announcement was made today by the Comptroller, CPA and Attorney Carmen A. Vega Fournier, together with the GSA Administrator, Karla G. Mercado Rivera.
“We continue to strengthen our relationships with other entities in order to fully carry out our mission. That is why, after taking part in a working session with the GSA Administrator, we are announcing this memorandum of understanding today. Through it, the Office of the Comptroller will obtain access, by means of an application programming interface, to the databases of the Single Registry of Suppliers, the Single Registry of Bidders, the Single Registry of Bids and the J.E.D.I. purchase order system. This connection will make it possible to query, extract and validate information in real time, thereby supporting audits and investigations related to the use of public funds,” the Comptroller explained.
In turn, the GSA Administrator explained that “this memorandum of understanding will make it easier for information to be complete so that effective oversight of the management of public funds through government contracting can be carried out. It is our commitment to account for every cent that we manage or oversee in these processes. Beyond access to the systems, it also provides for continuing education on contracting processes and on the changes that occur in local and federal regulations.”
The agreement also provides for the immediate exchange of information on possible violations of Act 73-2019, the General Services Administration Act for the Centralization of Government Purchases of Puerto Rico, as well as the coordination of investigations to avoid duplication of efforts. The entities further agreed to develop joint training on fraud, digital forensic auditing, documentary evidence, government purchasing and the sanctions applicable to suppliers or contractors.
