The Office of the Comptroller of Puerto Rico (OCPR) received a positive review of its quality control system from the Office of the Comptroller of Costa Rica as part of a Peer Review process.
On December 24, 2015, Act 243-15 was approved, requiring the OCPR to comply with the Generally Accepted Government Auditing Standards (GAGAS) issued by the General Accountability Office (GAO) of the United States. These provide that the review process be carried out at least once every three years.
The document highlights that the quality control systems established in the OCPR's compliance and information technology audit processes are in conformity with the provisions of the GAGAS. The analysis carried out is equivalent to a passing rating.
The Report notes that, in the context of the fiscal and budgetary challenges and the atmospheric phenomena, the OCPR's personnel have shown resilience and a very high human and professional quality. In addition, the process of alignment and compliance of the quality control system has been growing and positive both in quantity and in quality of audits performed.
On the other hand, the Review recommends strengthening the legal functional independence of the Office. At present, the laws in force require audits to be performed annually, biannually, or every three years in small agencies or those with a low risk of loss of public funds. To that end, it recommends studying possible amendments to the laws in force, so that the functional and organizational independence necessary in harmony with the OCPR's constitutional mission is guaranteed.
The review corresponds to the period from July 2016 to June 2019. In addition to the principles established in the GAGAS, the worldwide good practices of government auditing of the International Organization of Supreme Audit Institutions (INTOSAI) were taken into account.
