The Office of the Comptroller of Puerto Rico will offer training on sound public administration to all elected candidates. The Electoral Code of Puerto Rico and the applicable regulations provide that every elected candidate, before being sworn in, take said course, with a minimum duration of 6 hours, once per four-year term.
“Elected officials will receive training on sound public administration, Government accounting principles, state and municipal audit systems and procedures, and federal funds, among others,” noted Comptroller Yesmín M Valdivieso. She also indicated that the training will be offered in a virtual format through the GoToWebinar platform in coordination with the State Elections Commission and other governmental entities.
The training on the use of public property and funds is organized into three groups: Senators and Representatives, Mayors, and Municipal Legislators. The Governor and the Resident Commissioner may exercise their discretion to take the course as provided by Article 10.12 of the Electoral Code.
The elected candidates will receive an invitation by certified letter and an email with the alternative dates for selecting their preference, as well as the corresponding link for their registration. The first training session, aimed at senators and representatives, begins on November 18. At the Office of the Comptroller, “we promote the effective, economical, efficient and ethical use of the Government's resources for the benefit of our people.” These trainings are framed within our exhortation that “it is everyone's commitment to improve the oversight and the management of public property and funds,” Valdivieso concluded.
