The Office of the Comptroller of Puerto Rico published the result of the investigation of a complaint about alleged irregularities related to the attendance of an employee of the Municipal Department of Recreation and Sports. The complaint indicates that this employee did not comply with his work shift because he worked in an alcoholic beverage business in the town of Hatillo.
The investigation carried out on the employee's attendance records from January 1 to June 12, 2023, revealed that: he did not clock out and in for lunch on 100% of the days evaluated; he did not complete the work shift on 55%; he clocked in before the official time on 56%; and he clocked out before the official time on 68%. The employee was in charge of the municipal gymnasium of the Santa Rosa ward.
In addition, the Department director and the employee's supervisor had received complaints and was aware that the employee left the gymnasium before the departure time. However, as of July 20, 2023, he had not notified these irregularities to the Municipal Human Resources Office, nor had he taken disciplinary actions.
The Report recommends to the mayor that he take the administrative measures that were notified to him on March 6, 2024. In addition, he must ensure that personnel are assigned to the gymnasium in the employee's absence, that the supervisor complies with the provisions established in the applicable regulations, and that the Human Resources director ensures that disciplinary measures are established, among others.
