Comptroller reveals non-compliance in the contracting process of the Municipality of Adjuntas
San Juan, Puerto Rico (August 20, 2026) — The Comptroller of Puerto Rico, CPA and Attorney Carmen Vega Fournier, reported the results of an investigation into the process of contracting construction, repair and remodeling projects at the Municipality of Adjuntas, in which the award of four contracts without requesting the minimum of three quotations required by the Municipal Code of Puerto Rico was identified.
The contracts, awarded between June 2022 and October 2023 for remodeling work at Head Start Program facilities and a recreational court, totaled $176,584.66.
The investigation concluded that the Municipality failed to comply with Article 2.036(i) of Act 107-2020, which requires the evaluation of at least three quotations for construction, repair or public improvement contracts not exceeding $200,000. According to the report, this situation limited competition among bidders and deprived the Municipality of the opportunity to select the proposal most beneficial to the public interest.
As part of the recommendations, the Comptroller urged the mayor to establish controls to guarantee compliance with the law in future contracting and the president of the Municipal Legislature to follow up on the implementation of the corrective measures.
